Project Specifications

The National Bobwhite and Grassland Initiative Foundation (NBGIF) is requesting implementation proposals for prescribed fire to suppress encroaching woody plants, consume thatch, and promote bobwhite quail habitat in Preble County, Ohio.

1. Description of the Area: Upland fields at Woodland Trails wildlife areas were planted to native warm season grass mixes. High-density stands have resulted in thick grass stands with thick thatch layers unsuitable for bobwhite quail. Woody vegetation has also begun to encroach. It is the responsibility of the Offeror to research all aspects of completing prescribed fire treatment including consideration for access, methods, staffing, fire break preparation, staging areas, topography, vegetation density, smoke management, certifications, laws and requirements for prescribed fire, and all other considerations necessary.

2. Wildlife Area: Approximately 67.5 acres will be treated in four upland fields at Woodland Trails Wildlife Area. Refer to Exhibit 1-1 below.

3. Pre-proposal on-site visit: Offerors wishing to submit a proposal are required to attend an on-site visit. Visit will be scheduled March 31, 2026. Proposals submitted by Offerors not in attendance will not be considered.

4. Project goals and specifications: Offerors must develop a proposal to conduct prescribed fire(s). Proposals must demonstrate that the Offeror can complete all the following tasks:

  1. Develop a burn plan, communication plan, and notification strategy meeting Ohio requirements.
  2. Submit pictures of proposed signage and a plan for posting/removing notifications.
  3. Provide proof of necessary licenses/certifications (i.e. Certified Prescribed Fire Manager).
  4. Complete fire break installation capable of containing the proposed fire.
  5. Complete prescribed fire(s) between July 15th and September 15th, 2026.
  6. Complete all post-burn suppression, mop-up, and reporting requirements.
  7. Reclaim any tilled fire breaks to a seeding mix approved by the Division.

5. Final Approval: Following award, the Offeror is responsible for finalizing all aspects of the proposal and submitting a plan for final approval before any work can begin.

6. Existing Contracts: If an Offeror has active contracts with ODNR, they must attest to having the capacity to complete all contracted work within any and all contracts with NBGIF and the Division.

7. Mapping Technology: Offerors must use Avenza maps or an application capable of using georeferenced PDF maps with a mobile GPS in the field.

8. Legal Compliance: The Offeror shall comply with all applicable federal, state, and local laws, regulations, ordinances, and permitting requirements related to the work described in this solicitation.

Evaluation & Selection

The contract will be awarded to the lowest responsive and responsible Offeror by line item as determined by NBGIF.

Offeror Preferences

NBGIF will apply all preferences pursuant to Ohio Administrative Code 123:5-1-06. (a) Buy American, (b) Buy Ohio, and (d) Veteran-Friendly Business preferences will be applied to qualifying technical proposals.
